All things, MA non-resident LTC

I've been doing 6 months before expiration for NR and I did the same when I was a resident as my PD loved to drag their feet on renewals.

In MA, unless something drastically changed in 2024, it's illegal to possess anything without a valid LTC even on your own property. So you need the grace period as a resident and ensure that you get the renewal in-hand as a NR before expiration.

I don't know if FRB will accept an application 8 months early. I did ask them about 6 months and they were good with that.

My sister moved to Maine a few years ago and never notified the state...nor did she notify when she got married last year and her last name changed....
She now wants to apply for a non-resident LTC...roll the dice and hope the state won't notice?...

Any chance she just let it expire.... and the move and name change came after that. Maybe she was a resident of both MA and NH, so she relocated her guns but just left the MA LTC to expire?
 
So for a resident LTC holder, as long as your Renewal Application has been submitted to your local PD and in turn they have submitted it to the DCJIS and it's stamped received with at date before your LTC expires, the "Grace Period" applies to you. During Covid we submitted my wife's renewal to the Beverly PD before her LTC expired. A month later got a letter from DCJIS with a date stamped confirmation that they had received her application. The date stamped was after her LTC expired. I don't know what the locals did with her application for a month but we were told the "Grace Period" didn't apply to her LTC. It came in a few weeks later, but next time we'll apply way in advance. I had also mailed it to the PD Return Receipt, but it came in faster than I expected so I didn't bother getting pissy.

My concern is once I become a non-resident, there is no "Grace Period". From what you guys are saying it could take up to six months. When I move to NH should I send in renewals 8 months before expiration? Can I send in renewals 8 months before expiration? I carry everyday at work, my family's business, my family's property. INAL, but I believe I can carry on my own property regardless of my state of residence. I worry I'll leave the property and forget to disarm. Years ago I got my Maine & NH Licenses because I would occasionally cross the border and forget to disarm.
6mo seems to be a good window and if you get it early it won’t be valid until your current NR expires. Now don’t forget to swap the new one into your wallet on expiration day! If you have a gap - don’t carry, possess ammo, etc!! There is no grace period.

I think Len may have suggested this somewhere - if you were a resident, carry your old resident LTC on you always. It’s insurance. If I recall - misdemeanor to have a gun with expired LTC vs felony to have with no license.

It used to be just a civil infraction for carrying on an expired resident LTC. Not sure if that’s the same under Ch135

Correct and I don't know if C. 135 changed that. I wouldn't recommend carrying the expired LTC, maybe an image on your phone. Reason is LE is directed to confiscate it and return it to the issuing authority . . . ergo, you would have no evidence in case they decided to prosecute you.
 
New non-resident application sent in November, interview in April. They said to expect 90 days from the interview to get the actual LTC in the mail. They did say they were doing away with Chelsea in person interviews for renewals going forward so at least I won't be wasting future vacation days for that. I asked about training requirement changes in the future. They said the changes were planned for October 2026 but were expected to slip.
I've heard the same speech from the MFRB for the past few years.

IMHO: That may be "what they say", but the renewal paperwork stipulates very clearly in the last few sentences, that they reserve the right to have you go in, for an "in-person" interview "at their own discretion", regardless of where you stand with your renewal year.

The reality: I've had to go down for an in-person interview for the last 2 years in a row.
My renewal process last year took 8 months (after I made several inquiries),.
FWIW, I'm not a recent license holder, I've had my MA Non Res LTC since 2006.
