No, it bans them from being transferred, how they’re transported, and where they may be carried.

I'm still reading the bill. I'm guessing they must be empty while be transported (so they are useless for carry) and you can carry them on private property, to make them useless.

PS: regardless of what the state does there's absolutely nothing blocking you from selling the gun in the real world outside of MA via a dealer transfer.

And from the looks of it privsales aren't going to be blocked anyways.
