Look at both photos. This is how 'they' carry a small supply of ready ammo without one in the chamber.
You may have heard in the past, "but the IDF doesn't need to carry one in the chamber", well this is where that originated. It moved on to not needing one in sidearms and general FUDDERY anti-gun lip service.
