Hello, would this be considered an Assault Flare launcher in this great state??? Legal??.

I'd give it an 8/10 killy-ness rating, so probably bannable in this "great" state.

They are not required to be ATF registered, unless u use/possess anti-personel loads. Not sure if flare launchers are specifically mentioned in the Mass law???. It's obviously not semi automatic so the evil feature count is meaningless i guess.
