AWB compliant brake question

I am looking at the Chiappa/ATI 22lr upper. which gets decent reviews and is priced right for an AR plinker. I am told it comes with a set screw attached flash suppressor.
It seems to me that removal of the flash hider completely. leaving an unthreaded barrel would be perfectly CT legal. What I am curious about is, would threading the stub and permanently attaching a brake be O.K. This would really be just for looks, not function.
Also can someone tell me if the Phantom that is advertised as CT legal, really is an accepted "brake"?
Thanks in advance, just getting back into shooting in general, never had an AR anything so I just want to be careful.
 
Not a legal expert in any way.

My understanding is that as long as the brake is permanently pinned/welded you should be good to go.
A bare barrel is legal - my V-22 upper has a bare barrel.
 
Remsport threads barrel ends we also permanently install compliant muzzle devices. We are right in Ludlow MA.
To turn, thread and permently install a muzzle device is $110.00 plus the cost of the muzzle device unless you supply your own.
