The lever being a few degrees to the right is what you want. It means that there is still "life" left in the lug that locks the barrels to the receiver.
The lug and its corresponding notch on the barrel trunnion are tapered. The more worn they are, the deeper the lug fits into the notch and the further CCW the top lever moves.
A top lever that is parallel to the bores is borderline worn. A top lever that is to the left of the centerline means the lug is worn out and the gun needs to be rejointed.
