Did a search,

Bad guy grabs a police officer's firearm. Other cops returned fire. Not clear yet who shot and killed the bystander.

Police were called and the man somehow was able to get a hold of a cop’s gun, according to the sources.
Police opened fire on the armed 30-year-old man, wounding him.

Oh jeez, another NYPD involved shooting that killed or wounded an innocent bystander. I don't believe it... Not

How times have changed.

From the NY Daily News:

"Despite its lovely name, Valentine Ave. in the Bronx is one of the worst drug spots in the city, so notorious that the U.S. drug czar brought along six bodyguards when he visited in June. The summer brought relentless stabbings, gunfire, street robberies and gang activity to the avenue and surrounding streets. Cops in the 52nd Precinct made more than 1,400 narcotics arrests this year, one of the highest rates among the city's 76 precincts. They have made 106 gang arrests, and organized crime cops have made 1,078 drug arrests. Cops have seized 64 illegal guns."

To think that when I was a kid growing up in NYC in the 40's-50's into the 60's, that area was one of the city's best neighborhoods. Much of this was the middle-class (primarily Jews, Italians, and Irish) moving from Manhattan. Obviously, those days are gone forever.

Poor recruit selection, poor training, and those ridiculous 12 pound NY-2 lawyer triggers on their service weapons. What could go wrong?

It's called Affirmative Action hiring and political correctness. Hiring is done by diversity rather than the best and the brightest. It's happening to police and fire departments all over the country. Tests are routinely thrown out and rescheduled if minorities didn't score high enough to be considered. Promotions are treated the same way. Civil service has become just another tool for political vote pandering. I don't know about the 12lb triggers, but you're probably correct in assuming poor recruit selection and poor training because it's being done politically.
