That may or may not be a statistically quality group to test.  Plus just getting 15 or 30 or even 150 isn't statistically valid either.


BUT. . . . . if Hood Jr. is "present" at 30 or 40 shootings in Chi-town, well, he then moves the bell curve, don't he?  40x15 - he makes up for 600 people.  Do that a few times and use another poor statistical set (let's only contact people in the hood) and you get 1 in 15 pretty easy. 


Remember - paper-writers are looking to get published to stay employed - regardless of the truth of their paper.  There is a whole industry around academics writing questionable papers just to be published.  And CBS doesn't care if its' 1 in 15 or 1 in whatever.  They just want a jarring headline. 


So no one is really focused on the TRUTH.  Just their own self-interests.
