Kind of a strange question, and one I think I know the answer, but figured I'd toss it out there.

My December purchase was a Uberti 2nd Gen Dragoon black power pistol (cap and ball). The cartridge revolvers are very nice, but apparently not MA compliant.

However someone posted on another forum that they recently converted their Dragoon and Colt Walker BP to fire a 45 cartridge using a conversion kit by Kirst.

What I was wondering is am I precluded from making this modification? I know the MA Compliance Police won't kick in my door and make a random check, but the MA compliance stops me from purchasing from a FFL, not building my own correct?

You are OK and not breaking any laws, however if you decide to carry it you need a Class A or B license.

No.

Correct.

Be advised that although it was previously exempt from the reporting requirements by virtue of the fact it was "...not designed or redesigned for using rimfire or conventional centerfire fixed ammunition...", a FA-10 is required to be submitted within seven days of completion of the conversion. Check "Registration" and complete the form, leaving the "Seller" section blank.

Mere possession of any handgun (even black powder) requires a LTC.

.

Thank you, I wasn't aware of that and will make sure to file one. Appreciate the heads up.

Are BP Cap and Ball revolvers serialized?

No. THe Compliance BS only makes for penalties against the dealer- it doesn't even actually block you from buying something non-compliant from a dealer. Handgun compliance is not your problem.

If you build out one of these make sure you FA-10 register it when it's done. That's all that's required, assuming you have an LTC.
