Gun raffles happens everywhere. Perfectly legal provided the winner isn't a PP.
True, but if , just for the sake of conversation, a Club with a LTC that went to buy a gun at retail filled out a 4473 for a raffle would have to check the box that they were not the buyer because the gun is for someone else right?

That would trigger a denial.

Any raffle for a gun should be for a gift certificate for the gun or value of gun to be used towards another gun at a FFL IMHO.

Let the winner go on record as the original owner for warranty purposes if nothing else

Nope. Typical cop carveout. Only us unwashed sub-citizens are prohibited.
Not totally. As a cop who used to practice weekly using B-27 targets (human silhoutte, man wearing a suit jacket), a club with a club LTC MUST prohibit even police officers from shooting at such targets for practice. Only LE agency training/qualifications are exempt from this ridiculous law.
 
The targets have to be black though.
