The GOAL Friday news reports the GOAL amendment failed.

With all due respect to GOAL, this was a doomed strategy. This was filed "on behalf of" GOAL, which means GOAL was not able to find a legislator to sponsor the amendment as his/her own.
One has to understand certain realities to play the game. A basic fact is that "on behalf of" bills or amendments are dead on arrival, regardless of the merits of the submisson. Having one's legislator file an "on behalf of" bill or amendment makes the behalfee* feel good, but does not have any chance of moving the needle. The way to stand a chance is to have a legislator file it as his/her bill and for bonus points work the words "to further restrict" into the title of the bill.
* - Yes, I know that is not a real word, but it seemed to fit so I used it.
