My club wants to do a gun raffle. We have a License.
1. Who needs to be there to buy the firearm at the store
2. Any particular paperwork needed?
3. Do we even say its for a raffle?
4. How do we transfer to winner?

Make it easy on yourself, do a certificate to take to the LGS to get the gun.

That way if the winner wants something else they can roll the cash value into another gun.

you can also do the raffle "XYZ gun or XXY Dollars" to the winner, that way you can sell to non LTC holders too

4. How do we transfer to winner?
1. The person who the gun is being transferred to (supposedly the winner of the raffle)
2. The standard federal form.
3. Why not?
4. It's a standard transfer of ownership.

Depends on what state you're in.

I've won 3 guns in raffles. With 2 I had to go to the gun shop the club or organization bought the gun through. Had to fill out the fed form.
1 was a gun that a club member donated. We were both ME state residents, so he just handed me the rifle and said congrats.

If you're in DPRM:

Thanks for posting that. When I was on a 501c(3) BOD in MA we looked into raffling off an item and found that the hassle and expense just wasn't worth it. IIRC, MA DOR expects ~20% of proceeds as taxes due, background checks, etc.
