H.4139 banning machine guns?

Sorry if this has been asked before.

Wondering if MG's are considered "assault rifles" under this law or if it's only semi-auto's. Specifically the section banning rifles by type (ak47 for example) it doesn't look like they differentiate between semi and full. If so, that would mean you could only purchase an MG that was already in mass prior to the reg date. After re-reading the law also noticed it removes MG licenses for new applicants unless you're an LE instructor.

There's a thread on HD 4420 or whatever it was earlier, so this could have been addressed in that. My take on this is yes, no new MG's nor licenses.
