How to buy a gun from someone that has there LTC revoked

How do you LEGALLY buy a firearm from someone that has had there LTC revoked for OUI. Can you still do a FA-10, or does it have to go through a FFL? The weapon is an pre-ban AK if that matters.

Technically, If the LTC was revoked, all guns needed to have been surrendered immediately to the local police unless an appeal was pending. After the guns have been surrendered, the owner can transfer them either through an FFL or privately, and the police department have ten days upon written notice of the transfer to deliver the guns to the new owner.

If you think a revocation or denial is forthcoming, you really should transfer your guns away BEFORE it happens.
 
If the LTC was revoked for any reason other than a 209A, the PD can transfer them directly to any LTC Holder. If it was a 209A revocation, they must be transferred to an FFL. Peter Dowd will be glad to assist for a modest fee :)
