"involuntarily committed"

In MA only a judge appointed to a state court can commit someone involuntarily. What other states do is irrelevant.

If I were to rephrase as: "The other clauses in the ATF letter are irrelevant in Mass. because Mass. law does not allow anyone except a judge to commit someone." would that be accurate?
 
That is my understanding. It's like a determination of mental competency. While the testimony comes from medical professionals, the legal decision comes from a judge.
