I doubt this theory. It would make sense if the DHS was buying .22LR, 9mm, .45, 5.56/.223, .308, etc and tens of billions of rounds of it.

So much ammo is made every day it would be impossible for the government to buy even half of it. It would be like trying to buy every cigarette made in the US.
