After a discussion with CJIS Counsel, a clarification is required here.
The 2014 law change does indeed (according to CJIS) allow active LEOs to purchase, sell and possess new so-called AWs and new large-capacity magazines.
They do admit that at best the day one retires or quits, it may not be legal to continue possessing or trying to sell those same items.
I've documented a request to high level legislators that the wording should be changed to clarify that it is legal for former LEOs to continue to possess these items at the very least.
