It does actually because MA doesn't have extraorbital authority over the rest of the country simply because someone possesses guns MA doesnt like in some other
state. Their odds of getting a warrant in NH, or any other free state "because we think joe blusinblah has a gun that is not legal in massachusetts and hes holdin out on us" is basically zero, absent some other crime going on.
