I'm wondering if there's a standoff, where the Supreme Court is waiting for the 9th Circuit to finally issue a decision in Duncan v. Bonta. It's been almost a year since the 9th circuit heard the case en banc for the second time, so I wonder if they are waiting for the Supreme Court.
