23dB is pretty weak hearing protection.

If you wore 33dB earplugs underneath it’s probably OK.
 
They use FRS, not GMRS.

It's an important difference, because GMRS requires a license.

I believe KBCraig is correct. They come with 22 channels which is the FRS number of allotted channels.

No. These appear to be designed by Walker specifically for the Razor Muffs.
 
Update, I got a set and they function good, the walkie functionality.

I have yet to bring to the range to try there, but in operation of either a saw or lawn mower, I have clear audio to me. Output audio is obviously harder due to the background noise.

For longer distance, HAM is clearly the answer, but for short comma, it functions as intended.

My impression is that they were developed for use on the range, possibly for large scale shooting events.

Or, for a wife to yell at her husband while he is wearing them mowing the lawn or other load chores. [pot]
