NATICK —

Selectmen have begun the search for a new police chief, creating a search committee to fill the position, which was recently taken off the Civil Service rolls.

The search process will likely take five to seven months, said Selectmen Chairman Josh Ostroff.

"The (committee) will bring back to the Board of Selectmen at least three candidates from whom to choose the next chief," he said. "If nobody is chosen, the process will start over."

The 10-member search committee will include Town Administrator Martha White, Fire Chief James Sheridan, the highest ranking member of the Natick Police Department who is not a candidate for the job, and a police chief from another community. The town's personnel director will be a non-voting member.

There will also be members chosen by various boards and officials in town. Selectmen, School Committee, Finance Committee, Personnel Board and the town moderator will select their representatives to the committee.

The boards will submit their choices by May 20, Ostroff said, and the people seeking appointment by selectmen must also inform the board by that day. At their meeting of May 24, selectmen will make the appointments.

Former Police Chief Denis Mannix retired in June 2009, and selectmen appointed Lt. Nick Mabardy as interim chief.

Selectmen had discussed starting the search when Mannix announced his retirement, but decided not to go ahead because Town Meeting was considering an article to remove the position from Civil Service.

Town Meeting approved the article in November, but the new bylaw did not take effect until the Legislature and governor approved the home rule petition.

"Thursday afternoon, the governor signed the bill that would remove the position of police chief from Civil Service," Ostroff said.
 
What oes it mean when the position is removed from Civil Service?

It means that the town manager can hire/fire anyone they want, and not restricted to the top 3 CS candidates that scored highest on a test. Removal of a CS employee is an exercise in frustration . . . damn near impossible to do, cost lots of time/money and CS almost always backs up the person vs. the town.
