Newtown, CT....has it gone full retard?

New Ordinance Passes in Newtown that doesn't allow more than one person shooting at a range at a time. Only allowed to be there for four hours AFTER you let the PoPo know. Only applies to target and recreational shooting. It does not affect hunters or professional law enforcement or military officers. Gun salutes for memorial events and tributes are also allowed.

I would like to know what this is going to solve? I would like someone that understands this to explain to me how this will keep people from shooting up a school.
