Friend of mine has two rifles from 20 years ago on an expired "FID for life" days. He doesn't have any paperwork.
He finally got his LTC, does he need to E-FA10 his old guns? Thanks

The question is why would you think this is required? MA does not have registration the way NY has. you can possess guns that the state has no clue about. Guns you brought in when you moved here, guns that you had before they started recording transactions, guns that the state lost the paperwork on, guns that you built or brought in to the state less than 7 days ago.

What you are obligated to do is report transactions. This translates to the sale or the manufacture (build an AR from a lower) or bringing into the state. You dont report purchases (it is always on the seller).

Which of these applies to the situation you are asking about? None

The NY handgun registration system is a pain. For example, if you are with a friend and both of you have NY pistol licenses, and one has to go to the hospital for a heart attack or injury, you may not legally take possession of your friend's handgun unless you had the foresight to have it cross-registered in your permit. Possessing a handgun not listed on your carry permit is pretty much the same as possessing a handgun without having any sort of permit.
