Don't we like to say that police are justified when shooting some perp who appears to be reaching for something, since the LEOs can't know what the perp is about to do? In this case how could they have known if he is reaching for a gun (not far fetched that an anti-gov guy of that caliber wouldn't go down without a fight) or just stumbling around in deep snow or whatever else? Just thinking out loud here.
