private transfer in RI, how does it work?

what section of 11-47 covers the private transfer of firearms? also could someone give me a general walk-through of that process?
 
According to a fellow shooter in RI, private FTF transfers are not allowed in RI, as they are in CT (where I am).
FFL transfer is required, from what I understand.

A FFL is not required but is de facto the most common method.

The applicable statutes are RIGL 11-47-35, -35.1, and -35.2. OP can read them by himself.

Just to be super clear, this isn't legal advice.
 
Private parties can follow 11-47-35 or 11-47-35.2

Ive done it before years ago. When we submitted the paperwork (I created it as a pdf directly from the statute) the police department called and said it wasn’t necessary for private sales (they were dead wrong) and that’s why there were “so many guns on the street.”

That was from a moron detective from Smithfield PD. He’s likely long retired by now.
