Question on Browning Buckmark, rear sight base washers

Help me browning buckmark owners, you're my only hope!
So my browning buckmark's rear sight base keeps working its way loose, but if I really tighten it, I cannot rack the slide. So I need new screws and washers for it. Last time I think I ordered the wrong parts, (hence the problem just described) so I want to get it right this time.

I am looking at the official browning buckmark parts diagram, and they have a star washer (#58) and screws (#57, #59) listed with reference numbers. Here is the diagram for reference.

But the parts list from browning also has "sight base screw lock washer" with reference "NS". This part:

So my questions:
1) What is reference "NS",
2) and do I need the lock washer and the star washer?
3) If so, which goes on top?

I've got two Buckmarks, and I've had the sight mount off of each, (to mount optics). The mount bolts to the slide^W barrel and frame with two screws and two star washers as shown in the Browning diagram used by Brownells. I don't know what "parts list from browning" you're looking at, but there's no "second" washer for each/either screw.

The only possibility that comes to mind is that perhaps there's a lock washer in the sight assembly itself. I just tried to take mine apart, and it appears to require that the rollpin be pushed out to disaasemble so I stopped. (I didn't have a lot of time to fool with this -- my manager thinks I'm writing code...)
