Stupid question, but I thought you did not want RADAR reflection, because that is how RADAR works...Radio waves are reflected from an object back to the detector which then calculates relative size and position along with the potential for velocity calculation.

If you want to hide from thermal all you need is a mylar blanket or piece of glass.

It's just a standard cammie net. Theoretically they're supposed to break up a radar signature in addition to the visual concealment, but I have no clue how well it works.
