Receiver transfer question

I know in MA a Receiver is not considered a firearm so no EFA10 needed. I posted a 1903 receiver in the classifieds but it was originally a complete rifle I scavenged for parts years ago. Does that have any bearing on transferring it to someone else now?

If it does not meet the definition of "firearm, rifle, or shotgun", there is no legal requirement to FA-10 it.

To be a "firearm, rifle, or shotgun" it must be "capable of discharging a shot or bullet" A stripped receiver cannot do that.

There's not even any legal requirement that the recipient have an FID or LTC; but I wouldn't take that risk, just because you could get nailed by the "You know what we meant" principle
