Apparently, stripped receivers without serial numbers are commonly known as ghost guns...

 
First time I've ever actually seen a charge with the term "ghost gun" in it. Never once seen it in MA. I am quite ignorant to RI laws though.

So, being generous to the reporter, at least one of those lowers is black on the outside and bare inside the trigger pocket. This would seem to imply a finished 80% lower. If that's true of all the lowers in question, this would align them with de León's definition. That said, the term has been butchered to mean any firearm without a serial, including those that have been defaced...so maybe it's a wash?
