DmcDon can almost certainly better answer this than I can, but yes, CT is an open carry state.
My CT permit is not a concealed carry permit, but rather a permit to carry pistols.

BUT ----

People tend to to get upset to varying degrees when they see your firearm, and may call the police who upon responding will typically ask you to provide your permit. This is where DmcDon can speak much more authoritatively than I can.

My general reaction under those circumstances is to say "sure, here's my permit, sorry for the distress, can we all get on with our lives now?". Other people have a very different response and state that the police have absolutely no right to require the view of the permit in the absence of any law being broken.

Not surprised at the outcome. Too bad the story appears to have been written someone who could not keep the point-of-view consistent.
 
I OC'd almost exclusively when in CT EVERYWHERE and I never had so much as a peep from an anti or a cop. You can OC in CT and you won't be hassled if you're not acting like a jackass in some other manner.
