I think they missed. IMHO. Person who did it got the "shakes" at the moment of truth. It ain't easy killing another person, specially if it's your first one. You get breathing a little hard and you get a tiny shake in your hands and arms. You think about what your doing and it kinda bothers you. But you went to all the trouble to get there and you've made your mind up to do it, so you take the shot anyway. It ends up being off it's mark a bit and you get the hell out of there instead of finishing the job.

Also folks remember in the Gifford shooting, The judge that got killed in that incident was the actual target, but no one mentions that as it goes against the gun grabbing communists agenda.

The judge in question was John Roll. Wikipedia (take with the number of grains appropriate) says:

Evidence gathered by federal investigators indicates that Giffords was Loughner's main target. Roll was apparently not specifically targeted – Loughner might not have even known who he was.

Loughner was psychotic, I doubt he targeted anyone. He just was shooting there because it was a gathering.
