Msot affordable HK pattern rifle is the .22 cal GSG MP-5. And even the prices of those have gone crazy.

I thought the new law took out that exemption

Nope. There was an exemption for rimfire in the 2016 guidance that said 22lr was not an assault weapon (which was not consistent with the law, rimfire had the same feature test). New law codifies rimfire is exempt where an ASF needs to be centerfire. Lowers of enumerated guns and copies/duplicates are banned (so no converted ARs).
