Thule Car Top Carrier

I have an SUV that I'm driving from MA to FL with a 1911 and SR22 each in locked hard-sided cases in a locked backpack in a locked Thule car top carrier. You cannot detach the carrier without breaking the lock.

Ammo is carried separately in a locked bag in the rear of car.

Would the car top carrier qualify as being "in the car but out of convenient reach of the driver"?

Travelling MA-CT-NY-PA-WV-MD-VA-NC-SC-GA-FL. Have a MA resident and a FL NR permit (and a Utah NR permit).

Sound OK?

Read FOPA carefully, carry a copy. Do not consent to a search of the carrier under any circumstances.

It sounds compliant but realize that NY and NJ do not recognize FOPA so as Rob Boudrie likes to say "get lost in a crowd of one", stay legal (driving) and keep a low profile until you are free from those draconian states and you shouldn't have any problem.

BTW, a FL or UT license is totally irrelevant to your question.

Isn't a license to carry in MA and in FL required in order to legally transport between the two?

Only if you plan to carry in FL. Most states don't require you to have a permission slip to possess or transport a gun, just to actually carry one.

Too many here think the entire US is like MA, where you need a permission slip to even own anything.
