I have the Lockrdown undersea vault in my Silverado. Not familiar with the Tuffy. The Lockrdown is very heavy duty.
 
I've owned Tuffy stuff for my Jeep. It's ok, and complies with locked container laws. But it wouldn't keep out a determined thief, with the proper tools.

But, I don't think anything would, so that's not really a fair comparison/judgement.
 
I have a Hornady lock box in my car. I just used it for the first time yesterday. I had a dr.s appointment. I used it in my truck just fine strapped around the frame of the rear seat.
 
I had a Tuffy in my Jeep. I added a little foam so that stuff didn't bounce around in the metal box. I don't know who could operate a combination lock under the seat, but I opted for the keyed version. No complaints. In fact I removed it from the vehicle before trading it in.
