Vermont not allowed to enforce Federal laws?

Don't they do a NICS check and fill out an 4473? That's news to me...

I don't know where they're getting that from. Here is the text that's refered to in the VT Constitution:


"Chapter 1, Article 5th. Internal police

That the people of this state by their legal representatives, have the sole, inherent, and exclusive right of governing and regulating the internal police of the same."
