What federal law would require a minor to be attended during an IDPA competition?

On the IDPA forum, in post #3 of the threat titled Local Club matches IDPA age limits, a poster states: "In the event of an individual minor age (below 18) Federal law requires a parent or a properly appointed temporary guardian to be continuously present during an firearms competition event such as IDPA competition."

I'm looking through Gun Laws of America, but I guess I must be dyslexic; I can't find the federal law that would require a parent or a properly appointed temporary guardian to be continuously present during an firearms competition event such as IDPA competition. Is there such a law?

If there is such a law, what law is it?

It's another one of those federal laws that exists but pretty much nobody pays attention to because it's unenforceable. The fed regs discussing minors and handguns best resemble something that came out of the byzantine empire.
