As well as damage/injuries caused by the criminal acts of OUI, reckless driving, and driving on a revoked license.

Those are still considered accidental civil damages caused by negligence even though there is an underlying criminal involved i.e. one who is driving drunk or on a suspended license isn't intentionally out to harm someone. Plenty of people drive drunk or on a suspended license and don't injure people with their car, and plenty of sober people driving legally do injure someone with their car.
