What's This?

I have a cabinet of drawers for resistors that I got from an SK. Most of the drawers have resistors but some have other things. I cannot identify what the heck these things are. You'd think I could identify it from the markings, but nothing is coming up. I measured every pin to every other pin and they all come up 0.000 ohms. Maybe a shunt resistor?

E1 (or EI?). Maybe EI is telling you which side is voltage and which is current?
