AR lower into Mass.

I did some searching and found acouple of threads that said we can get out of state lowers into Mass. I was looking at the BCM lowers but they don't ship to Mass. is it poss to still get it?
 
Why buy out of state and deal with shipping, transfers, and hassles? Get one from John at Remsport. Excellent quality, allows pick up, and is a member of the board.
 
It is if you can find an FFL that they will ship to then you are all set, otherwise you are SOL. No one is going to send you a lower direct. Once transferred to you by the FFL there is no MA requirement to fill out an FA10 until it is assembled into a functioning gun. That's probably your confusion. Tons of threads elsewhere on the forum regarding this.
 
I spoke with John on the phone and that is the plan but then I saw a post from him saying he could get whatever the person wanted shipped in

There are company's that sell BCM lowers that so ship here. Or have BCM send one to your favorite dealer in NH
 
Most likely. I haven't tried to get a BCM lower direct from them into MA so I didn't know they don't ship those to MA, but they will send regular AR parts as I have bought a handful from them. There are a lot of other good companies out there that will ship to MA. Check out Rainier Arms.
 
Thanks for info. I am going to buy a lower from Remsport with his LPK and prob an upper from BCM. I am not 100% on this but at least 90% for the BCM 14.5 Middy I just need to "Sh!t or get off the pot"

The OP is a MA resident, per ATF regs a lower receiver is not transferable like that. They apply the same rules as to transferring handguns. If he had it sent to a NH FFL it would need yet another shipment to a MA FFL.

Now, if he had a willing FFL and he built it into a rifle in the store (bring upper, LPK and buttstock with you, I guess), then that would make it transferrable from a NH FFL to a MA resident w/LTC.
 
This is exactly the confusion I was talking about. The more I learn about AR's why would I or anyone want to go thru this? It has been said by many here that a lower is a lower, I don't feel that it totally true but I also don't see a big enough issue to go out of state for a lower
 
I believe that a few years back they changed it to treat the lower just like a pistol since it could be built like a pistol. I bought my first stripped lower from a dealer in NH (back in 2009 I think) and when I went to go back the following year I was told it had to be shipped to a MA FFL.

Oh shit I forgot all about that Have a complete BCM rifle sent to NH or one of BCMS vendors ship a lower here.

may need yet another shipment, but he could still get it if he really wants it that bad, right? probably a lot less of a pain to just find someone that sells BCM lowers and will ship to your MA FFL though.
 
ATF changed the game about a year ago on getting the lowers shipped and transferred stripped or not it has to be transferred through FFL's now just like a handgun. otherwise like the other guys said, go to NH buy a built rifle and drive home with it..

Its also illegal to ship a firearm to an individual in an interstate transfer. Just a fyi. Remember, just because MA doesn't consider a stripped receiver to be a firearm and therefore does not require a FA10, the feds consider it to be a firearm.

As such, a form 4473 must be completed if its acquired from an in state FFL. If its acquired from an individual, no paperwork is needed at the state or federa level because its not a firearm to MA and no paperwork is requried by the ATF when a transfer is between individuals.

This has nothing to do with ARs. Its how all firearms are treated.

It always had to go through an FFL on an interstate deal. Even if you bought it in NH, it had to be from a licensee.
