Nope. Unlimited opportunities remain for pushing off final implementation of the rule. This no different from the self-imposed deadline of May 1.

Definitely. If the Senate adopts the House-passed funding bill for the Justice Department (among other agencies) funding for the implementation of the CLEO requirement will be cut-off. Mass Senators are a lost cause, but for those in Maine and New Hampshire, call your Senators and tell them to adopt H.R. 2578, as passed by the House.
