Technically, yes.

Would "somebody" (assuming a gunsmith or other FFL) transfer it to YOU after they're done? Probably not.

Doing what he proposes does NOT meet MGL or the AG Regs. Must be tested by independent lab with mfr ordering the testing (dealers can't do it), results approved by EOPS and Ltr of AG Reg compliance issued by MFR to distributors.

I didn't say it did. Read his question and my answer again:

Can he buy a handgun out of state and have it shipped to an FFL? Yes.

Can said FFL put a 10lb trigger and loaded chamber indicator in it? Yes.

So far no rules have been broken.

Now, could the FFL transfer said handgun to him afterwards? No.

No. It has to be on the EOPS list. Non-EOPS handguns can be transferred from MA residents via a FTF transaction.

So that means any handgun that a MA FFL can't sell me right??

Not on EOL - I am guessing/thinking that is not the Attorney Generals (EOL) list.

What is this FTF transaction mechanism? Is that the leo exemption? Or is it just the regular MA transfer protocol?

If it's not on the list, wasn't owned before the ban went into effect, is a pistol (i.e. rifles exempt from the list) than an FFL can't transfer it to you. If you're a LEO, you're exempt so this doesn't apply to you. A firearm is also exempt if you (or anyone) moves from a different state where they legally acquired said firearm.

A "FTF" is a Face-To-Face transaction. These transactions are permitted to/from persons holding valid Massachusetts firearms permits.

Bolded is WRONG, WRONG, WRONG! Read MGL on dealer transfers. EOPS List absolutely applies to ALL transfers thru a MA Dealer regardless of your status (LEO or civilian), regardless if it is a gift or sale, regardless if it is inheritance (that's why you don't go thru FFLs on inheritance)!!!

The AG Regs have an exemption for LEOs. Currently EOPS claims that the LEOs are not exempt from the AG Regs . . . unsure if they changed the CMR to say that or it is another BS EOPS "interpretation" with no legal basis.

This is why Glocks, even the newer Gen 4's, are one the EOPS list. Glock will probably never attempt to sell to non-LEOs in MA ever again since they got screwed by the AG in 2004, but it's worth going through the EOPS testing process since LE sales can be so lucrative.

EDIT: This is also the source of so much confusion in new gun owners. I remember my own sense of disappointment when I learned that Glocks being on the EOPS list did not, in fact, mean I could buy a new one from a dealer.

You basically made my point with your second statement... but you're technically right, LEOs aren't exempted in MGL.
