That is as it should be, But the thing to think about is even if the rat poison is used indoors the rats and mice go outside and still be food for the predators.

Isn't that something!! MGL Chapter 131 Sec 37 says nothing about needing a permit. So just the A$$HOLES at Fakers and Wankers to create their rules without going through the regulation process.

Per: General Law - Part I, Title XIX, Chapter 131, Section 37
(2) hunt or take by other means, except by poison or snare, any mammal which he finds damaging his property except grass growing on uncultivated land. No such owner or tenant shall authorize any person, other than a member of his immediate family or a person permanently employed by him, to place traps for the protection of said property other than during the open season, unless such owner or tenant has first obtained from the director a permit authorizing him so to do, which permit the director is hereby authorized to issue in his discretion, unless such authorized person holds a trapping license. All deer so killed shall be turned over to any environmental police officer and shall be disposed of by the director of law enforcement.
Sounds like the bold portion might be the source of confusion? I'm not great at reading these things, but it sounds like it's saying property owners can trap problem pests, but if they want someone who doesn't live/work there to do the deed outside of an appropriate hunting season, they need a permit. So if you wanted your buddy next door to do the deed for you in the off season, you need to get permission, but if you take care of your own trouble you'll be fine...just don't use a snare or poison, and don't forget to report it appropriately?
