Is there a way to get a flash hider on a non-threaded, MA complient AR-15 barrel? Could it be done, welded/pinned to make it permanant? Is there a gun smith that does this? And of course.... is it legal?

If by "MA complient" you mean "post-ban", no.

(30) The term `semiautomatic assault weapon' means--

>snip<

(B) a semiautomatic rifle that has an ability to accept a detachable magazine and has at least 2 of--

`(i) a folding or telescoping stock;

`(ii) a pistol grip that protrudes conspicuously beneath the action of the weapon;

`(iii) a bayonet mount;

`(iv) a flash suppressor or threaded barrel designed to accommodate a flash suppressor; and

`(v) a grenade launcher;

It's not legal unless you're using a preban lower.

If you were thinking compensator instead, yes. Gunsmiths can mount a compensator on a non-threaded barrel, usually by tapping the barrel and screwing on and staking the comp.
