Form 4 & double tax question

I think I have this figured out but just want to make sure...

I have read that if I purchase a MG from a private individual in another state a double tax is required. One tax to get the MG to a dealer in Mass and another tax to get the MG from the dealer to myself.
With Form 4 wait times at 9 months, does that mean a potential 18 month wait time if I buy a MG from a private individual in another state?

Yes that is correct, but the form 4 to the dealer in most cases is faster than a form 4 to a individual.

Individual to dealer can be completed in as little as 30-60 days currently. Then once the dealer has it in his possession they begin your transfer paperwork. Dealer needs to be able to deal in NFA.

In state saves you time but the pool of available MGs is limited in MA as compared to elsewhere.
