Maura has no say, the 21yo restriction is for purchase. now if he I gifting across state lines that is another matter as it is federal laws that would need to be concerned about

No restrictions and no paperwork required IFF all parties are NH residents. Fed law would prohibit this if one of the three lived in another state.
