HB 8361 - Preventing Suicide Through Voluntary Firearm Purchase Delay Act

At a minimum needs to specify a felony civil rights violation charge for adding a person to the Voluntary Purchase Delay Database without their explicit consent.

Note also that it's not just a 21 day hold; a name added stays on the list indefinitely, and then when removal is requested it is effective 21 days later:
HB 8361 said:
(e) Procedures For Removing Name From Database.—The Attorney General shall establish procedures by which an individual may remove his or her name from the Database, which shall include the following:
“(1) Removal upon request made to the Attorney General by the applicable individual, which shall take effect on the date that is 21 days after the date on which the request is received.
“(2) Removal upon request made to the Attorney General supported by a declaration from a mental health professional that the individual does not present a substantial risk of harm to self, which shall take effect not later than 24 hours after the time at which the request is received.

While there's a provision to protect from coercion, it's weak:
HB 8361 said:
(3)(A) IN GENERAL.—An individual may not be required to add the name of the individual to, or remove the name of the individual from, the Database as a condition of employment or of receiving any benefit or service. An individual aggrieved by a violation of this subparagraph may bring an action in an appropriate district court of the United States for appropriate relief, including a reasonable attorney’s fee.
Loophole big enough to drive a Toyota technical through.

I can definitely see schools and churches using peer pressure for "signup drives" as a sort of virtue signaling.
