HB7194 An Act Concerning Self-Defense and Concerning The Transfer Of Large Capacity Magazines And Assault Weapons

To (1) clarify provisions concerning the discharge of firearms in the case of self-defense or in lawful defense of another person, including for purposes of regulations concerning hunting, and (2) allow the legal transfer of large capacity magazines possessed under a declaration of possession and assault weapons possessed under a certificate of possession between persons who are legally permitted to possess such magazine or weapon.

While the odds of this bill getting out of Democrat control committee is low, and even lower that it would win a floor vote and Lamont would sign it. It does make one scratch one's head that a Democrat run committee would introduce what amounts to a pro gun bill in a virulently anti gun state. This is the second such proposed bill in CT this year to get introduced by committee that would potentially allow transfer of items that cannot currently be transferred among the little people. Thinking back to past years, I cannot recall if this has happening in the past. Pro gun bills, allowing banned item transfers, being introduced by the Democrat controlled committee who otherwise normally introduce heavy anti gun bills.

It apparently allows for the transfer of any firearm for which a assault weapon certificate of possession was issued for it to another person who had previously obtain an assault weapon certificate of possession. That includes the 1994, 2013 and 2023 registration periods. It also allows for the transfer of declared large capacity magazines as well (2013 and 2023) to persons who previously declared a large capacity magazine.

And yes, if you didn't bend the knee and previously register you get screwed. It is what it is. Here in the real world in CT, this is a mixed bag pro gun bill to loosen up existing restrictions on firearms and magazines for some people. Which is why it likely has little chance of making it out of the Democratic controlled committees. It would provide a very minor win for some CT gun owners while people wait hoping SCOTUS gets off their behinds and deals with AWB and LCM bans.
