Oh my goodness, so even the Mossberg MVP "BOLT ACTION" rifle is not legal because it uses AR mags????

Nah. Bolt action rifles are not assault weapons (yet).

It was my understanding that an 80% lower was illegal in Mass. already, or am I wrong?
If you have a lower with serial number already registered to you name prior to the A.G.'s notice ( 07/19/2016 ) than you are ok, and can continue your build?

Where did you get this "understanding" from? If you have such a lower, eFA-10 it within seven days of the 20th. For serial number, put "none"
