No Kel-Tec handguns are.

Sub2000s are available with 10 round mags for states like MA, CT, MD, NY, CA & NJ.

The SU-16CA is legal in MA, I think, since it can't be fired while the stock is folded.

SU22 doesn't look to come with a 10 round mag so it's probably not MA legal, either.
