ELIZABETH CITY, N.C. —
A North Carolina deputy shot and killed a Black man while executing a search warrant Wednesday, authorities said, spurring an outcry from community members who demanded law enforcement accountability and the immediate release of body camera footage.
Authorities wouldn’t provide details of the shooting, but an eyewitness said that Andrew Brown Jr. was shot while trying to drive away, and that deputies fired at him multiple times. The car skidded out of Brown’s yard and eventually hit a tree, said Demetria Williams, who lives on the same street.
Williams said after hearing one gunshot, she ran outside, where she saw other shots being fired at the car.
“When they opened the door he was already dead,” Williams told the Associated Press. “He was slumped over.” She said officers tried to perform chest compressions on him.

It’s how crap like this makes sense when you understand the rationale behind it. Democrats get first in line for vaccines don’t you know. Don’t you want to be a Democrat?

Not much detail in the article but looks like lots of fail on both sides. Brown was clearly not cooperating and trying to run but doesn’t appear to be armed. So what was the justification for the cops to shoot up his vehicle? Unless he was trying to run the cops over they could have got in their cars and pursued. Granted, the article is from the LA Times so they are probably being selective in what they report to make the cops look bad.

Apparently police haven't figured out that you can't shoot someone who is trying to drive away, yet they keep doing so.

That seems to be the key wording, "drive away". Its completely legal to shoot at a driver who is using their vehicle as a deadly weapon coming at or in the direction of LE or other people. It is presumed that the driver has the intent of doing bodily harm driving at a police officer(s) or a person. Its the evading police and driving away part that is going to be questionable. The whole "danger to the community" part goes into effect at that point and how much of a danger is the person, enough to warrant use of deadly force? Its one thing if the perp was "just" involved in a violent incident, like immediately preceding the evasion and escape, but if LE has pulled a person over and then they evade and escape, I think that is going to be the contentious issue moving forward. There are many other factors that have to be included in that split second decision to use deadly force, but as a whole, I think LE is going to have a tough time showing the imminent need to use deadly force when other less than deadly options are on the table.

7 North Carolina deputies on leave following Andrew Brown Jr. death: reports

Officials have called for the release of bodycam footage

Seven North Carolina sheriff’s deputies have been placed on administrative leave following the fatal police shooting of a Black man on Wednesday, according to reports.

Sheriff Tommy Wooten claimed the deputies were executing a search warrant and an arrest warrant for felony drug charges when Andrew Brown Jr. was "fatally wounded."

"Our deputies attempted to serve the arrest warrant," Wooten told reporters in a statement released Wednesday. "They fired the shots. They've been put on administrative leave until we know all the facts."

He did not do anything to anybody.

Andrew Brown Jr. Family Lawyers Say Video Shows An 'Execution'

Attorneys for Andrew Brown Jr.'s family said Monday they were frustrated only to be shown 20 seconds of body camera footage of sheriff's deputies shooting and killing Brown last week.

But what they did see amounted to an "execution," family attorney Chantel Cherry-Lassiter told reporters.

Sheriff's deputies shot and killed Brown, a 42-year-old Black man, while carrying out search and arrest warrants at his home Wednesday in Elizabeth City, N.C.

Family attorneys said the footage began with deputies firing at Brown, who had his hands on the steering wheel of his vehicle while being shot at in his driveway. Cherry-Lassiter said Brown then drove his vehicle away from the deputies while they continued to shoot. She said Brown did not present a threat to the deputies. Deputies continued to shoot after Brown's car crashed, she added, saying his vehicle was "riddled" with bullets.

"It's just messed up how this happened," Brown's son Khalil Ferebee said. "He got executed. It ain't right."

Cherry-Lassiter said about seven or eight law enforcement officers were present in the video.

Andrew Brown Jr. independent autopsy reveals fatal gunshot to back of head

Attorney Ben Crump: 'It was a kill shot to the back of the head'

An independent autopsy contracted by the attorneys representing the family of North Carolina man Andrew Brown Jr. revealed that he was shot five times – four times in the right arm, and a fifth in the back of his skull.

Ben Crump, the high profile civil rights attorney who secured the $27 million settlement in Minneapolis for the family of George Floyd, said at a press conference on Tuesday outside the Pasquotank County Public safety building in Elizabeth City, North Carolina. that Brown suffered a "kill shot to back of the head."

Attorney Wayne Kendall further explained that the independent autopsy showed four non-fatal bullet wounds to Brown's right arm and a fatal shot to the back of the head.

A copy of the independent autopsy -- obtained by Fox News -- said the procedure was conducted Monday by Dr. Brent Hall, a family commissioned forensic pathologist.

The report states that the fatal gunshot entered the back of the head and sequentially perforated and penetrated the skull and brain, the autopsy report said. The trajectory was listed as bottom to top, left to right and back to front. There was no exit wound.

"Yesterday I said he was executed. This autopsy report shows me that was correct," Brown's adult son Khalil Ferebee said at the press conference Tuesday. "It's obvious he was trying to get away. It's obvious. And they're going to shoot him in the back of the head?"

Ferebee was part of the Brown family group that was shown 20 seconds of footage of the shooting from a police body camera on Monday.

Yeah they are pointing us in the direction, well that I would like to go. I would like to be able to drive over to my local gun shop, buy something, take it home and enjoy it without any interference from the royal palace in Boston or Washington. You know like the good old days. The way it's supposed to be. So maybe thugs buying guns in the alley with no permits or background checks is not so bad if we all end up at the same place. How that old saying go about nice guys finishing last?

His 7 kids that he didn't have custody of no longer have a father. Oh, wait a minute........

North Carolina DA: Andrew Brown Jr.'s death 'tragic' but 'justified'

DA says no officers will be charged in connection to Brown Jr.'s death

North Carolina District Attorney Andrew Womble said at a press conference on Tuesday that the deputy-involved shooting of Andrew Brown Jr. "while tragic, was justified" – and no law enforcement officers will be criminally charged in the case.

Womble, the elected district attorney for Judicial District 1, which covers seven counties of the northeastern part of the state, said that Brown was shot at by three Pasquotank deputies, whose actions were "justified because Brown’s actions caused deputies to reasonably believe it necessary to use force to protect themselves and others."

Womble began playing four body camera videos during the press conference.

Brown ignored deputies' commands to stop and began to drive his car directly at one of the officers, Womble told a news conference. He said the first shot fired at Brown’s car went through the front windshield, not the back as was previously reported.

Womble said that Brown used his vehicle to commit assault with a deadly weapon.

Deputies attempting to serve drug-related search and arrest warrants shot and killed Brown outside his Elizabeth City home on April 21.

An independent autopsy released by the family found that Brown was hit by bullets five times, including once in the back of the head. Lawyers for Brown's family who watched body camera footage say that it shows Brown was not armed and that he didn't drive toward deputies or pose a threat to them. Womble has previously disagreed in court, saying that Brown struck deputies twice with his car before any shots were fired.

The shooting sparked protests over multiple weeks by demonstrators calling for the public release of body camera footage. While authorities have shown footage to Brown's family, a judge refused delayed the public release of the video by at least 30 days to allow for the probe by North Carolina's State Bureau of Investigation to move forward.
